The change requires amortizing the past service liability. The impact will depend upon whether the amortization is achieved by increasing current taxes and decreasing the current deficit, or by merely increasing the national debt and leaving the current deficit unchanged. The author asserts that the new financing method will not weaken the financial condition of the military retirement system, and that it has the potential to strengthen its financial condition if the funding of the past service liability is handled appropriately.

The Group Annuity Mortality table GAM-83 is probably the most common table used by pension actuaries—75 percent of the plans in Watson Wyatt’s “2003 Survey of Actuarial Assumptions and Funding” use GAM-83 for funding calculations. This new version of the model reflects historical U.S. population mortality experience through 2018. For clarity, the updated mortality improvement scale based on this 2020 version of the model is called Scale MP-2020. Description: This is a study of Pension Benefit Guaranty Corporation (PBGC) mortality experience. The study consists of data furnished by the PBGC for the time period of September 30, 2009 through September 30, 2014. All of the data come from single-employer pension plans taken over by the PBGC in a distress termination. This is the SOA’s first study of PBGC experience and provides another comparison point of retirement plans mortality experience for work performed by pension actuaries.
